M&E Factory is a senior-led consultancy for evaluation, strategy and policy advice — evidence that shows whether a strategy works, and shows it early. Founded by Christine Hamza and Angelos Sanopoulos in 2015.
We work for the institutions that run and fund public policies: the European Parliament and Commission, ministries, managing authorities, regions and cities. Our field is cohesion policy, European Territorial Cooperation, fisheries and rural development, and the monitoring and evaluation of public interventions.
The founders bring more than twenty-five years each of implementing, monitoring and evaluating EU funding. Around them is a small team and an expert network across all Member States. We use the Theory of Change approach — certified — because an evaluation is only useful when it makes the intervention logic explicit.
And we go one step further than the report. Monitoring should warn before the review does. That is what decideDone is for: which signals matter, which assumptions are drifting, and what deserves attention now.
Tell us what you are working on and what worries you. We will tell you what the evidence can show, how early — and whether we are the right people for it.
